Diversity Transition:
A transition towards the permanent diversity program in fiscal year 1995, allocating 40,000 visas annually during the period 1992-94 to nationals of certain countries identified as having been "adversely affected" by the Immigration and Nationality Act Amendments of 1965 (P.L. 89-236). At least 40 percent of the visas must be allocated to natives of Ireland.
